Creating Infrastructure-Ready Ecosystems: Developing pre-funded land, trunk infrastructure (internal roads, power supply, water networks, drainage systems, and common effluent treatment facilities), and ready-built factory sheds. Utilities are placed in underground corridors to enable a no-dig environment for seamless operations.
Reducing Entry Barriers and Setup Delays: Lowering initial investment barriers and setup costs for manufacturing firms, MSMEs, and startups, allowing enterprises to move rapidly from investment decisions to active production.
Streamlining Approvals & Single-Window Governance: Improving ease of doing business through streamlined single-window clearances and predictable regulatory processes, backed by digital project appraisal and monitoring via the BHAVYA Portal.
Supporting National Growth Targets: Driving the goals of the National Manufacturing Mission, which aims to increase manufacturing's contribution to India's GDP from 16–17% to 25% by 2035.

Strengthening Last-Mile Logistics: Allowing up to 25% of approved project funding to be allocated for external road, rail, and last-mile logistics connectivity to integrate parks directly with national transport networks.
Enhancing Worker Welfare & Productivity: Incorporating essential social amenities into industrial parks, such as worker housing, healthcare units, skill development centers, and common testing/certification facilities.
Fostering Specialized Sector Hubs: Extending the cluster model to strategic industries, such as creating three dedicated chemical parks equipped with common environmental safeguards under the BHAVYA-Rasayan Scheme.
