UP Chief Electoral Officer Mandates BLO-Led Verification and Enforces RPA Section 32
The Chief Electoral Officer (CEO) of Uttar Pradesh, Navdeep Rinwa, ordered a mandatory reverification of all electoral roll records entered by computer operators since the publication of the final rolls following the Special Intensive Revision (SIR) on April 10, 2026. Under the new instructions, external or outsourced computer assistants are strictly prohibited from feeding physical forms, mandating that all future digitisation of voter applications must be conducted solely by Booth Level Officers (BLOs) through the dedicated BLO App.
Significance for Electoral Governance
Maintaining the accuracy and integrity of electoral rolls is essential for democratic representation and the functioning of the Election Commission of India. The intervention highlights operational vulnerabilities arising from outsourcing administrative tasks and reinforces the statutory accountability of election officials. The directive specifically invokes Section 32 of the Representation of the People Act, 1950, which enforces legal culpability on election machinery to prevent arbitrary omissions, unauthorized alterations, or duplicated voter entries.

Key Directives and Statutory Mechanisms
- Exclusion of Outsourced Personnel: Electoral authorities prohibited the feeding of physical application forms by third-party computer assistants. Only designated BLOs are authorised to digitise documents via the BLO App, and officials are barred from sharing their ERONET login credentials.
- Enforcement of RPA, 1950: The state election leadership cautioned officials that any breach of official duty regarding roll preparation invokes Section 32 of the Representation of the People Act, 1950. Under this provision, an Electoral Registration Officer (ERO), Assistant Electoral Registration Officer (AERO), or other responsible personnel acting without reasonable cause can face imprisonment between three months and two years, in addition to a fine.
- Supervisory Hierarchy: Divisional Commissioners serving as Roll Observers have been tasked with direct, intensive oversight over voter list revisions within their divisions. EROs must also monitor and dispose of pending Form-6 (new registration), Form-7 (objection/deletion), and Form-8 (correction/shifting) submissions on a daily basis.
