India Highlights Reformed Multilateralism and Zero Tolerance on Cross-Border Terrorism
Addressing an international symposium in New Delhi on United Nations Day, External Affairs Minister S. Jaishankar asserted that deploying terrorism as an instrument of statecraft cannot be rationalised, criticizing nations that permit political expediency to dilute zero tolerance against terror networks.
Global Governance and Institutional Deadlocks
The External Affairs Minister underscored the necessity of reformed multilateralism, highlighting that the multilateral framework originally established under Article 1 of the United Nations Charter was envisioned to harmonize global actions. However, prevailing institutional gridlocks have left the United Nations acting as a bystander during critical crises rather than demonstrating decisive leadership. Emphasising equity in global architecture, India maintained that large portions of the world cannot remain excluded from high-level decision-making processes, warning that unequal development and fragmented supply chains inevitably foster global instability.

Economic Repercussions on the Global South
Drawing attention to ongoing conflicts in Ukraine and West Asia, the Minister noted that populations in distant, non-combatant nations are bearing severe collateral economic costs, particularly through inflationary spikes in food and fuel supplies. Key themes highlighted include:
- Diplomacy over Conflict: India reiterated that lasting resolutions to contemporary wars cannot be attained on the battlefield and must emerge through dialogue and diplomatic engagement.
- Counter-Terrorism Consensus: Calling for an unyielding international resolve against all forms of terrorism, India stressed that global peace remains indivisible from shared prosperity and sustainable supply networks.
For civil services preparation, these statements encapsulate India's foreign policy stances on United Nations Security Council reform, strategic autonomy, the advocacy for developing economies disproportionately impacted by external geopolitical shocks, and the institutional mechanisms needed to counter cross-border terrorism.
