What are the core components of the U.S.-India COMPACT?
The U.S.-India COMPACT (which stands for Catalyzing Opportunities for Military Partnership, Accelerated Commerce & Technology for the 21st Century) was launched on 13 February 2025 during Prime Minister Narendra Modi’s Official Working Visit to Washington, DC. Designed to drive transformative change and establish a results-driven, highly trusted strategic partnership, its core components span several critical pillars:
Military and Defence Industrial Cooperation: This pillar focuses on deeply integrating the defense-industrial sectors of both nations and bolstering joint manufacturing. It seeks to co-develop critical defense technologies to modernize and transform military-to-military ties.

Accelerated Commerce and Strategic Technology: A major focus is placed on strengthening collaboration between Indian and U.S. entities across cutting-edge technologies. Key sectors targeted for collaborative innovation include artificial intelligence (AI), space exploration, biotechnology, semiconductors, and cybersecurity.
Energy Security and Civil Nuclear Energy: Under the COMPACT, the two nations committed to an ambitious energy partnership to satisfy India's growing economic needs. This includes increasing bilateral trade in oil and gas, launching the Strategic Mineral Recovery initiative (to recover critical minerals like lithium and cobalt from heavy industries), and collaborating on civil nuclear energy with a specific emphasis on small modular reactors (SMRs).
Targeted Strategic Initiatives: Following the launch of the COMPACT, detailed inter-agency tracks were established to execute specific strategic programs, most notably:
