What are the new 2026 attempt rules for the UPSC exam?

Beginning with the 2026 Civil Services Examination (CSE-2026), the Union Public Service Commission (UPSC) has introduced revised attempt rules and eligibility criteria that place significant restrictions on serving civil servants wishing to retake the exam.

The new framework divides restrictions based on the specific service a candidate has been allocated:

1. Restrictions on Appointed IAS and IFS Officers

Active Officers Ineligible: Any candidate who is already appointed to the Indian Administrative Service (IAS) or the Indian Foreign Service (IFS) from a previous exam and remains in that service is completely ineligible to appear for CSE-2026.

Appointment During the Cycle: If a candidate is appointed to the IAS or IFS after the Preliminary Examination-2026 but continues in service, they are barred from appearing in the Main Examination-2026, even if they qualified the Prelims.

Appointment Before Results: If a candidate joins the IAS or IFS after the Mains-2026 has commenced but before the final results are declared, they will not be considered for any service allocation under the CSE-2026 results.

2. Restrictions on Appointed IPS Officers

No Re-Allocation to IPS: Any candidate selected or appointed to the Indian Police Service (IPS) from a previous exam is prohibited from choosing or being allocated the IPS again in CSE-2026.

3. Rules for Candidates Allocated IPS or Central Group 'A' Services (CSE-2026 to CSE-2027)

Candidates allocated to the IPS or Central Group 'A' services through the CSE-2026 are permitted to attempt CSE-2027 to improve their rank, but they must comply with strict training and exemption regulations:

One-Time Exemption: To sit for the CSE-2027, the candidate must obtain a one-time exemption from joining their allocated service's scheduled training.

Training Limit: While preparing, they are only permitted to join the Foundation Course (FC) training.

Automatic Cancellation: If they fail to join training and do not secure the one-time exemption, their CSE-2026 service allocation is automatically cancelled.

Double Recommendation Scenario: If a candidate is successfully recommended again in CSE-2027, they must choose between their CSE-2026 allocation and their new CSE-2027 allocation. Once they join training for the chosen service, the other is cancelled.

Failed CSE-2027 Attempt: If they are not allocated any service in CSE-2027, they are permitted to join the service originally allocated to them in CSE-2026.

Seniority Protection: A candidate's seniority is determined by the actual year they join their service (from either CSE-2026 or CSE-2027) and will not be lowered.

Mandatory Resignation for Later Attempts: These candidates are not allowed to attempt CSE-2028 or any subsequent exams unless they formally resign from their allocated service first. If they wish to use their remaining attempts after utilizing their one-time training exemption, they must not join any service allocated from either 2026 or 2027.

4. Transition Rules for Officers Allocated in CSE-2025 or Earlier

One-Time Window: Candidates allocated to a service in CSE-2025 or earlier are granted a one-time transitional opportunity to appear in CSE-2026 or CSE-2027 to exhaust their remaining attempts without being forced to resign. However, to sit for CSE-2028 or any exam thereafter, they must resign from their service.

Baseline Attempt Limits

Aside from these service-specific restrictions, the standard baseline limits on the number of attempts remain unchanged:

General & EWS Category: 6 attempts (up to 32 years of age).

OBC Category / PwBD: 9 attempts (up to 35 years for OBC, 37 years for PwBD).

SC / ST Category: Unlimited attempts (up to 37 years of age).

(Note: Appearing to write even a single paper in the Preliminary examination officially counts as an attempt, whereas applying but failing to attend the exam does not.)
